Can PHNs really make a difference … and if so, how?

At the last PHN I worked for someone did the sums and concluded that the PHN controlled less than 0.7% of the overall health budget for the region.  Why should anyone take us seriously then, least of all the acute hospitals?

Thought starters.

  1. How might PHN’s garner influence even when we don’t control the flow of dollars?
  2. With so many gaps to fill how can we be sure that our commissioning can be truly meaningful to the communities we serve?
  3. What might be the consequences if we can’t demonstrate a positive ROI –  Return On Investment?  How long should the Commonwealth reasonably wait for us to establish our value proposition to the taxpayer?
